RTA misses target by a whisker

Hyderabad, April 12:Making a major contribution to the State exchequer, the State Road Transport Authority (RTA) has generated a total revenue of Rs 3,223 crore for the financial year 2017-18. This revenue generation of the department, however, fell a little short of its target of Rs 3,400 crore.
One of the largest contributors of revenue resource to the State, the authority has been logging in a steady growth in earnings in the last four years. This rise in revenue over the last four years has helped the RTA to start bridging the deficit, which overall stood at Rs 117 crore this financial year.
The deficit notwithstanding, the revenues of the transport authority in the last two years have witnessed a sharp rise by a whopping sum of Rs 1,000 crore.
During the year 2016-17, the overall earnings of the RTA stood at around Rs 2,721 crore. Among 31 districts in the State, Hyderabad stood at the top after collecting a revenue of Rs 787 crore, followed by Ranga Reddy and Medchal with Rs 596 crore and Rs 545 crore respectively.
However, all these districts could not reach their targets, with Hyderabad falling short of the target (which was fixed at Rs 844 crore) by Rs 57 crore.
Incidentally, all the top three districts which come under Greater Hyderabad limits had contributed more than 50 per cent to the total RTA revenue for the year.
The main sources of revenue for the RTA are Life Taxes, Quarterly Taxes and Enforcement in addition to fees and user charge. Ironically, Life Tax which is a major source of revenue generation, suffered a setback after raising Rs 2,087 crore as against the planned target of Rs 2,449 crore, leaving a shortfall of Rs 262 crore.
According to senior transport officials, the checking of vehicles and penalties from road tax defaulters was carried out in an organised way that resulted in the collection recording nearly 94 per cent of the target.
Joint Transport Commissioner J Pandurang Naik said that they had intensified enforcement of penalties in private buses, vehicles and goods carriers for overloading and those plying without permits which greatly helped in raising their revenue generation exercise.
Among other districts, Mahabubnagar topped the list in terms of achievement with its revenue for the year crossing the target of Rs 59 crore and remitting Rs 8 crore. However, the newly-formed districts of Kumram Bheem, Jangaon and Mahabubabad recorded low revenue.
The data with State RTA shows that, for quarterly tax, the authority has fixed a target of Rs 474 crore and could generate Rs 419 crore with a deficit of Rs 55 crore. In terms of fee and service charge, the State RTA has collected Rs 409 crore and Rs 118 crore against Rs 298 crore and Rs 78 crore respectively.
